I am by no means a VoIP/FoIP expert. So I can only try to share information that I think I've learned about this. There are others on this list, however, that *are* VoIP/FoIP experts and some even use t38modem regularly. So understand I may be dead-wrong here, but...


With VoIP/FoIP the communication happens over the IP network (be it your LAN, WAN, or internet). The IP communication happens directly between VoIP/FoIP device end-points (t38modem-to-t38modem, for example). If a call needs to go out to the POTS, then one end-point must serve as a "gateway". Cisco makes these. I think that an Asterisk box will even serve this purpose, too.

The t38modem provides an interface between the FoIP/VoIP IP network and the DTE (HylaFAX). It is a DCE (modem), but is completely software. Think of it as a "driver" to use your network card as a modem.

So if you never need to reach the POTS, then no, you don't need any traditional modem. If you do need to reach the POTS, then yes, you'll need a gateway somewhere on the IP network.
