You can try WinPrintHylaFax which is a free client, but it is limited in what it can do. The price is right but I found it to be lacking in cover sheet useage and sending to more than one receipient was not easy.
 
iFax.com has a wonderful Windows client that works with the native fax services in Windows 2000 and XP. It costs around $35 but IMHO is well worth it.
