The notify script is invoked only if it's needed.

"...    By default HylaFAX will  notify  the  submitter  only  if there is a
problem with a job."

It'd be better if you explained what you want to accomplish.
If you don't want the script to be ever run you can edit
<spooldir>/etc/config and use
NotifyCmd:           /bin/true
or set up so that notification is always done and the edit notify script and
do what you want.
