If you don't run faxq, no jobs will be able to be submitted (and
therefore sent).

Running faxgetty and hfaxd will let you receive (and view recvq)
properly.

Without faxq, clients won't be able to get triggers for recv events, but
I have a feeling almost nobody uses that anyways.
