How are you clearing the queue?

The sequence ID is stored in $SPOOL/recvq/seqf.  I don't think any of
the hylafax daemons or utilites delete it.  If it is deleted, it is
created again the first time it is needed, and starts at 1.  As long as
it isn't deleted, it won't be reset to fax00001.
