I don't know that there is a way to specify passive FTP in a URL.

How about sending the fax as an attachment to the e-mail?  There are 
also a number of other ways you could provide view-only access to 
received faxes which would not be problematic with firewalls.  
Providing an authentication-required web page, for example.
