To answer your question, yes that is the case, but make_faxcover works
on an encapsulated PS file (eps) and not an ordinary PS file.  What
the difference is I cannot say.

Make_faxcover is just a sed script that filters the original EPS file.
Take a look at the file itself in any text editor to see exactly what
it does.

But in any case, the PS file produced by make_faxcover is not supposed
to a viewable file.  Using gv, I get error messages.  The whole purpose
is to be used as a template for HylaFAX faxcover to allow the variable
substitution.
