Usually this means that the program used to convert the tiff to an ascii
attachment is not present. Should be mimencode.
Look at www.hylafax.org/howto/  for how to use uuencode instead, or install
mimencode.

The best thing would be to go into 
/var/spool/hylafax and execute with
sh -x <command>
where <command> is the command HylaFAX use when receiving faxes, which you
can see in the system log (look for "bin/faxrcvd ...").
This way you would be certaing what the problem is.
