If faxsetup does not touch hyla.conf this means that HylaFAX was compiled on
the very same machine with the same gs.
You can verify this with
strings /path/to/libfaxutil.so.x.y.z | grep ghost
This means you should not need to edit hyla.conf at all.

Evidently there's something particular (not wrong) in your system that
HylaFAX cannot cope with.

If you are willing you can go on and try debugging it (checking fonts are
properly installed where gs -h says, stracing textfmt, ..).

If you just want to fax test files, you can edit the file named typerules,
comment the entres with textfmt and substitute them with invocations for
enscript or other text-to-ps formatting utility.
