This is a feature of [apparently recent] firmware from USR.

You need this patch:

http://bugs.hylafax.org/bugzilla/show_bug.cgi?id=378

It fixes the faxgetty hang, but not your modem firmware.

The problems you have with Class 2.0 and USR modems is another feature 
of the USR modem that we can't do anything about.

Find someone at 3Com/USR who is serious about fixing their fax fimware 
flaws and is willing to work with developers to acheive this... and 
then maybe we'll get somewhere.  I've given very deliberate efforts to 
this many times, and HONESTLY 3Com-USR technical support for fax users 
is extremely pitiful.
