The solution from 'Josh Welch' just posted should work; alternately you
can use the 'faxstate' program to dynamically change the state.  There's
this note in the 'faxstate' man page:

	"This  is  useful  for  controlling
       	outbound  use  of  a  modem; by marking a modem's state as
       	busy or down the HylaFAX scheduler  will  not  assign  any
       	outbound jobs to the modem."

However, my impression is that unless faxgetty is run, queued jobs don't
get run, because there's no communication back to the faxq server.   So
leave faxgetty running on your outbound port, too.  Just don't tell anyone
the phone number.
