As follow up, I found that cups' own filters seem to be munging my file. 
If I simply force it to send the file through raw, I basically come out ok
since it will then call the sendfax frontend which does its own much
better conversion.

This is good since I really want to use this cups printer for purposes of
printing from win32 machines.
