Perhaps you should swap the modems to see if the problem is hardware.

I have had great success with HylaFAX using an external modem. I bought a
used Intel 14.4 SatisFAXtion on eBay and it performs perfectly.

You could post the appropriate log entries so we can see what is happening.

It was two days I try to resolve this matter but I can't.
My proble is the same I've read in other messages: after sending fax
faxgetty don't re-initialize the modem and I can't receive fax until I kill
faxgetty (so init re-run it).

Then I've installed Redhat Linux 7.3 whith hylafax 4.1.3 rpm's in 2
different servers with the same US Robotics 56K faxmodem: an IBM netfinity
3000 and an IBM PC 300GL. The funny is that with the same software
installation and the same config.ttySx files the PC 300GL works fine while
the netfinity 3000 have the "faxgetty" problem I've just written.

I've tried to set the parameter ModemBaudRateDelay to 10 and 1000 but
nothing change.

I've not applied the "ModemBaudRateDelay" patch because and I don't know how
to apply it to the rpm's file that I've installed.

I'm deprived of hope, if I can't resolve the problem i think i kill myself.
