[hylafax-users] making dialrules work

I don't understand how to do a few things in dialrules that would be useful. 

add an initial "9" to the dialstring but not to canonical or display 
strings-- we need to get an outside line

make the displaystring prettier - no initial 1 for long distance, format the 
display as (NNN) NNN-NNNN or NNN-NNN-NNNN

reject less than 7 digits

tack an initial "1" onto 10 digit dialstring (for US in-country longdistance) 
-- existing default rules behave strangely
