Check sendq/qXXXX for the priority field and see if it get set correctly
(should be 191 for bulk) and should increase after a failed attempt:

as submitted:
priority:191
schedpri:191

failed once:
priority:191
schedpri:192

Are you using HylaFAX >= 4.1.1 for all your tests, right? The decreasing
priority stuff was added in 4.1.1.
