How about:
#!/bin/sh
FAXNOS=`cat faxnlist.txt`
sendfax -k "now + 168 hours" -T 4 -n -d $FAXNOS fax.tif

or even
sendfax -k "now + 168 hours" -T 4 -n -d `cat faxnlist.txt` fax.tif
