That's what the dialrules dictate.

Look at the dialrules file and change the CanonicalNumber so that the last
line is replaced by those two:

^[0-9]{7}$      = +${Country}${Area}&   ! otherwise, insert canon form
^[^+]           = +${Country}&          ! otherwise, insert canon form

And change your DialString to do something similar according to your own setup.
