I remember having this trouble in WinFax.
The modem does *not* squeal upon carrier detect, leaving the sender at
the other end of the phone wondering what's going on.

When I switched to my Linux solution using sendfax, it setup the modems
appropriately. 

I'm sure there is a setting you can tweak to tell it to squeal until
carrier goes high.

Let us know what you find.

AFAIK you have to disabled adaptive answer.
Search the archives for these 2 words for further info.
