Well, if you want automate the 0 for calling the line you can add this line
in etc/dialrules
^[+]${Country} = ${LDPrefix} ! long distance call
^[+] = ${IDPrefix} ! international call
^[0-9][0-9][0-9][0-9][0-9]+$ = 0,& <-----------HERE---------
]
