Ok. You are talking about two diferent things. For this task you should
change in every etc/config.ttySx that you use for receiveing fax (probably
all) the tag RecvFileMode:

In yours you should see 600 mode. Change it for mode for your needs (I
presume that you know how it works).

If you pretend that a user will be used for faxadmin tasks what you think?

Steps. Create the user in the linux system. Run faxadduser (but , please,
man faxadduser) for that user with faxadmin access(different from linux
admin access, not needed). Folllow what I've told you before. Then login
with that user, dial a wrong number and FAXRM -a jobid. Hope this helps
