I am not really sure, if this solves your problem, but if you insert
the following line at the end of youe /etc/inittab, faxgetty should be
started automatically on system startup.

mo:235:respawn:/your/path/to/faxgetty /dev/modem

where modem is a symlink to ttyS# and of course you should set the correct
path.

This at least solves your problem of getting faxgetty started on system
bootup.
