I think the daemon is runninG:
debian:/var/spool/fax/etc# ps -ef|grep fax
uucp 193 1 0 13:59 ? 00:00:00 /usr/sbin/hfaxd -i 4559 -o

maybe inetd (or something similar) accpected the tcp connection
and then could not launch hfaxd? Just a guess.
