the telco world is still completely different from the internet. 
The phone companies to not care about RCFs. Some time ago i tried to find
the spec vor v42(bis?) commpression: it was not available for free on the net.
You had to become a member of some association (CCITT? or how are they called know?)
Therefore i guess it will be hard to find free ISDN specs on the net.
