I think the answer to your question is "no".

HylaFAX is a software package for using *analog faxmodems* (in general)
to send and receive faxes.  Some ISDN faxmodems are supported with a
little manual work, but ADSL is not a protocol that can connect to a
fax machine or faxmodem at the other end.
