so if you give hylafax the number of your cell phone to send a fax to your cell phone will ring?
if yes-> forget about atx3

do you have more than one outside line?
can you send a fax from hylafax to your local fax machine via external phone lines?

check with your modem manual them meaning of "w" and "," in atd command.
maybe try to connect a phone instead of the modem driven by hylafax into the phone plug
and dial the number above by hand.
