It has been suggested that you try 

ModemATCmdDelay:	50

or 

ModemATCmdDelay:	100

in the config file for your modem.  I do not have a modem that is
problematic like this, so I am not able to test.  If you have a moment to
try this, it would be appreciated.  Please confirm that the problem occurs
still before you make the change.
