In his case, the modem was defective.

This means that the modem is requiring at least 50 ms for DTR to drop, and
the default setting for Class1DTRDropDelay (HylaFAX-4.1-release) is 75 ms.

If you're using 4.1-release, then there's only two things you can try in
hopes of the modem not being defective...

Perhaps ATZ is not the correct string for your ModemSoftResetCmd.  Refer to
your manual and perhaps try ATZ1 or something similar.

Perhaps ATE0 is not the correct string for your ModemEchoOffCmd.  Refer to
your manual and perhaps try something similar.

If you continue to have this trouble afterwards... then I highly suspect
the modem is defective.
