killall faxgetty
killall faxsend
service hylafax stop
ps -e | grep fax
(if there's processes left at this point... bounce it)
The modem may still be unresponsive, though.  Open up minicom and send a
few ATZ to it, maybe close minicom and then open it up again.  I've found
its reset to be quite effective.
