I have read your sendmail.cf and I'm wondering why you have written
additionalinitial parse rules for FAX in Ruleset 0.

Rulesets should stick together and should not be devided by a set of
other definitions. In your setup Mailer definitions are followed by
additional ruleset definitions. Your rulesets S50, S51 regarding
masquerading might have an influence, ruleset S71 (handling of faked
domains) follows the mailer definition. Ask your batbook for further
advice.
