Sorry for the delay in the answer...
YES it is possible to add users via port 4559.
you have to login to the server, 
establish admin-privileges,
and then you can use the command 
"site adduser <username> <password> <adminpassword>"
to add a user to the hylafax-userdatabase.
passwd and adminpasswd are optional, but they have to have 
min. 6 characters and max. 8 characters.

if someone needs an application for this under windows,
i can send one offline cause its a bit big (~400K ) for the list...
before someone asks, only available for windows, 
because it's written in delphi.
