I would investigate your config file to see what it is that takes it so
long to reset the modem.  It may be nothing you can avoid, unfortunately.

My Conexant 56K modem resets in about 2-5 seconds whereas my USRs sometimes
take as long as 20 seconds to reset.

If you're running faxgetty you can repeat 'faxstat' and watch to see how
long it takes between the "Sending fax 12345" and the next "Sending fax
12346" and also pay attention to the amount of time that is spent "Idle".

If there's a lot of time spent between sending faxes that is not idle time,
then it means that the modem is very slow to reset (some of that may be
HylaFAX's resetting procedure - but it's quick with other modems) and
hopefully some tweaking of your config file will resolve that.  If there's
a lot of time spent "Idle" between faxes, then it's probably something
wrong with the system in processing the faxes quickly (i.e. RAM or CPU) or
something's wrong with faxq in scheduling them for quick delivery.
