I tried to select "High Resolution" when I sent out from the client (WHFC or Cypheus) but the fax quality doesn't have any improvement. Is there any parameter to force the Hylafax-server to send a high-res fax?

Most, if not all, of the clients have a switch for that, but if you're
stuck with a client that doesn't, you can lock the system at high-res:
