Actually the above lines could cause great confusion to HylaFAX. Undo
all your editing.

To add X3 try changing or adding
ModemResultCodesCmd:    ATQ0
to
ModemResultCodesCmd:    ATQ0X3
The above is what I'm using.

To add a number to get the external line you have 2 choices:
1) The "right" one: edit dialrules
2) The quick one: edit config.<devid>
ModemDialCmd:           ATDT%s
to
ModemDialCmd:           ATDT<your-number>,%s
