I have the same Problem with a Zyxel 1496E+. 
Now it works better because i  send evry fax with high resulution.
Is it possible that this problem concerns with the "time per scanline" 
setting in a transmission? In my logfiles each failed fax had a "REMOTE best 
10 ms, 5 ms/scanline" entry
