the numbers after the "t2" refer to the runlevels,
means 23 = run in runlevel 2 and 3

I read the instructions, then installed the rpm package, ran faxsetup,
faxaddmodem, that was the main thing.
I spent some time in configuring my modems(various Multitechs and Elsa)
to make them work properly.
Maybe you should ask the list for a working config-file for your USR
modem.
It was really easy to install hylafax on my systems (RedHat and
Solaris).
Well last night I had a look a your mail to the list:

222333333, route to <unspecified>, 0 pages in 0:09
Did you have a look at the tif-file, was it empty or was there something
of value in it ??
man config says:
MaxRecvPages
The maximum number of pages the server will accept in a
received facsimile before it aborts the session.
put a line with
MaxRecvPages 25
in your etc/config file
and try again
