Generally it's a bad idea to point faxgetty at a symlink (/dev/modem)
unless you're intentionally playing some locking tricks.  I would recommend
that you point faxgetty directly at the tty i.e.: ttyS1 - you'll probably
need to re-run faxaddmodem (and perhaps faxsetup?) using this, too.

I would recommend that you point both your ppp dialer(s) and HylaFAX at
/dev/ttySX instead of /dev/modem...

Also, you may want to run faxgetty from the command line to see what the
response/error message is.  That would help greatly in diagnosis.
