You're building a stale version of HylaFAX which is old enough not to build on most platforms. Try:

	ftp://ftp.hylafax.org/hylafax/hylafax-4.1/source/hylafax-4.1beta2.tar.gz

or better yet, grab a copy of the CVS by following the instructions at:

	http://www.hylafax.org/cvs.html

since the beta2 release was awhile ago now.
