[hylafax-users] etc/hyla.conf and etc/hosts

I have 'UserAccessFile: "/etc/hosts"' uncommented in hyla.conf and
'localhost:21::' in etc/hosts, yet 'telnet the.fax.machine.com 4559'
from another machine still works.

Shouldn't it have been rejected by hfaxd, and not totally dependent on
the firewall for access control?
