No it is not.  Your TIFF viewer is broken.  Normal resolution faxes use
rectangular pixels, a proper TIFF viewer, like Wang/Kodak/Eastman Imaging,
supplied with Win 98 and NT 4 and available for Win 95, knows this, and
compensates.
