flexfax: Unable to configure modem for fax use

I'm using hylafax-v4.0pl2 with a MultiTech MT1932ZDX modem.
It works quite nicely for sending FAXes, but occasionally it fails
with this result...

This happens once or twice, and after that it works normally again.
It's a send-only configuration, so nothing else should be messing
with the modem.  Any suggestions?
