flexfax: Can't recv multipage fax. Unsp Phase C Error

I have SCO Unix 3.2v4.2, an USR 33.6 faxmodem, and hylafax v4.0p12.

I can receive one page faxes OK. Receiving the 2nd page of a
multipage fax always fails with this message:

REMOTE HANGUP: Unspecified Phase C error, including too much delay
between TCF and +FDR command (code 90)

I have read about other people having this problem and the only hint
of a solution was tried and it didn't work. The thing I tried was to
put these lines into the config file:

PercentGoodLines:	0
MaxConsecutiveBadLines:	0

Knowing that other people are having the same problem is somewhat
reassuring since there must be a solution to this.

I need Class 2.0 because I must accept incoming data connections as
well as incoming fax connections. We do not use hylafax to send
documents. I tried lower communication rates to no avail.

What follows are the config file and the error message log. I hope
these are not too long. Any assistance is greatly appreciated.
