This is half the answer.

I suspect the other half is a custom version of sendfax that can get
the targets for a single fax out of a text file.  Inasmuch as I don't
remember whether sendfax is a script or not, I'll have to go look.

I think you might be able to (have someone) hack up a modified sendfax
for batch transmissions like this.

In fact, it probably ought to be in the standard program.  I'll try to
look at this this week, unless someone gets to it first.
