flexfax: T.30 T2 timeout, expected page not received

I have a client running HylaFAX 4.0 pl2 on SCO Open Server 5.0.4
using a Multitech MT2834ZDX modem.
It's mostly used for recieving faxes. I'm seeing failures more
than 10% of the time with the error being
T.30 T2 timeout, expected page not received

I've set the S38 register in the modem to 35 acording to the FAQ and
the html page.

Any Clues?
