This is *ODD*. "Hear dialing" is not enough information. He should
hear dial-tone, then a number "9" dialed, then dial tone again,
then the next eight digits.
Is it possible that your PBX doesn't like 1+7-digits, and wants the
area code dialed as well or no "1" prefix?

Use "tip" or "kermit" to test this out. If those don't work,
then nothing will work under HylaFAX.
