In your modem config file change add this line:
AT+FNR=1,1,1,0
It will stop the modem reporting bad frames which is causing this:

The bad frame +FNF is being badly reported, it should not be on the same
line as the +FCI response which gives the remote fax no.

Hylafax gets confused

..and gives up.
Note if the above doesn't work you might need to setup the modem as Class 1
