Look at the Plugins registry at Netscape.  There are several browser plugins
that will work in either NS or IE that can view the files.  Prizm makes a
very good one that I've played with, with full rotate, scale, etc
capability.  Not too pricey.

Not too hard to create a CGI that embeds the link to the TIFF file into a
web page, thus downloading the TIFF from the hfaxd and presenting it to the
user.
