faxstat doesn't give a reliable picture *unless* faxgetty is running.
You could put in the following line into /etc/inittab (after disabling
any other getty's on the line)

	fx2A:234:respawn:/usr/local/sbin/faxgetty tty2A

HylaFAX works best with faxgetty running...
