OK. There are half a dozen ways to do this. One simple one is to wrap
a shell script into the standard login, that detects if the serial
line being used for the login is a dialup line. This would then start
the ppp-login script as needed, and wouldn't start it if you were on a
standard dialup line.

The simplest, least obtrusive way to detect *that* is to set the
terminal entries in /etc/ttytab for something like "dialup" instead of
the more common vt100.

Considering the more flexible and powerful faxgetty systems, I think this
is completely reasonable
