Hmmm. One could add some filtering into the etc/dialrules file to turn
such numbers into your local fax number: this would let you track when
people do this....

Depending on your local phone system, it may also be possible to block
at the telephone. Many office systems, for example, require some sort
of permission to make long distance calls.
