Under SunOS, it is "kill -HUP 1", done as root. You can also examine
the "hylafax" script to examine the syntax of the "killall" command,
which might also do the job (can't swear to it, don't have a Linux box
in hand to check). Sending a HUP to the init process causes it to
re-read its configuration files, similarly to httpd and syslog. This
is how you modify serial line getty's in general.
